Hi, my daughter already has an Apple ID for an iPad and is linked to me as a family member. Just got her a phone for Christmas present and was planning to set up in advance, link to her Apple ID and my family account. If I do this, will she be alerted in anyway via her iPad that she had another device ?

Set it up with your Apple Account, then reset it when you're sure it works.

If the Apple Account security is set as is usually proper here, adding this iPad should be prevented. If it is not prevented or if you have credentials and access, yes, it'll squawk all over the other devices associated with the Apple Account.
You'll want to wait to set it up with her. She would receive a new device alert logged into her account.
