Block all? No. Not currently possible. ML has been in widespread use in iPhone for some years. Lifting the foreground subject in photos, text extraction, QR recognition, probably anti-spam, people and pets, ML is endemic. There are no controls for this.

As for what Apple has been hyping lately, Apple Intelligence, that is controllable, and is opt-in, not opt-out.
Beyond any Focus settings, for IT organizations with supervised devices and MDM: Restrictions | Apple Developer Documentation (allowGenmoji, allowExternalIntelligenceIntegrations, allowWritingTools, etc.)
If this is an issue for you (and there can be many fine reasons for that), then probably best to get yourself a PinePhone Pro or feature phone. Which will probably still have some ML.
