Mac not booting and making a swooshing noise on repeat

I'm trying to re-install High Sierre to get a bit of software to work and now all i get is my macbook trying to boot, then a swooshing noise, then back to trying to boot, over and over and over again.

Here is a short video of what it is doing

That sound is what I've heard when force powering off the T2 Macs (2018-2020).

If this laptop is a 2018-2020 Intel Mac with T2 security chip and you are having trouble reinstalling macOS, then you may need to perform a DFU firmware Revive (or if you are erasing the system, do a DFU firmware Restore although the Restore will require you to use Internet Recovery Mode to reinstall macOS since USB booting will be disabled again).

How to revive or restore Mac firmware - Apple Support

If this is indeed a 2018-2020 Intel Mac, then I do not recommend having it repaired for multiple reasons....the money would be better put towards a new laptop.
