I assume that you've identified the computer correctly.
macOS Ventura is compatible with these computers - Apple Support
Have you tried using the Ventura link here?
I tried to update with safety mode. It didn’t help.
I tried to press command + R when the Mac started work, it only suggested to re-install Mac OS Monterey. AppStore didn’t allow to download newer macOS installer. It said that my Macbook didn’t support Ventura. It’s not problem with storage because my Mac is absolutely clean. It only has pre-installed apple programs.
Are you certain it is a 2017 MBP and not just purchased in 2017? A 2017 15" MBP would have the Model Identifier MacBookPro14,3 & Model Number A1707.
“the Model Identifier MacBookPro14,3” - I’ve got 13,3 but on the bottom of MacBook model number is a1707.
I checked in “about this Mac” - it’s MacBook 15 2017.
Something is wrong, a MacBookPro13,3 is a 15" 2016 model, and only supports up to Monterey.
Just to add, I would contact Apple Support and ask why there is a conflict.
