Proxy settings in Mac OS doesn't work

When I set a http proxy in WiFi network settings or using Safari settings (in Details -> Proxies) it appears that Safari still sends requests directly and sites detect me as being using my provider's IP and location not the ones of the proxy. Why? And how this can be overriden so all apps use proxy?
