All PC storage devices inaccessible when iPhone connected

Every time i connect my iPhone 14 pro max iOS 18.1.1 to my pc it breaks file explorer to where I can't even access local files on the pc. Once I connect the phone it all breaks, I've waited 10 plus minutes before trying to access it and I've tried already being there. Autoplay is off and I've reset both devices and uninstalled and reinstalled drivers. sometimes it doesn't show at all and sometimes it goes to the screen that's supposed to show files and says folder is empty. it mostly just doesn't work, I try to click on "this pc" to the left and its stuck forever loading until I force close or unplug the phone. I'm used to just plugging it in for a quick transfer of the things I need, right now I only need 2 photos from the phone to my pc so please don't suggest downloading iTunes or something like that. I don't want and shouldn't need anything besides my phone and my pc to move files over either wirelessly via Bluetooth or Wi-Fi or through a cord, I've tried both lightning to USB-A and the one that came with the phone that is lightning to USB-C. This is what I get I open file explorer and go to click either this pc or my iPhone and am stuck here forever
