Why are my Non-Apple earbuds always too loud?

Apple has now successfully ignored everyone who reports non-apple earbuds are

TOO DMN LOUD even in lowest setting.

yes ive tried setting max volume or hearing protection in the sound&vibration menu
yes ive selected earphones as device type in BT settings
yes im aware the volume slider can be pulled left a little bit, THIS DOES NOTHING.

is has to do with the audio codec in Airpods and the different protocol in other non-Apple earbuds.

just push the update Apple.

i DONT want your earbuds.

i want you to stop making my earbuds unuseable
