Unable to "Complete your Apple Account"

I'm attempting to download an app. Every attempt yields the results in the photo. The issue is that I HAVE COMPLETED all fields listed.


Though a 2024, my Mac is refurbished. Is there something wrong with it? If not, how do I resolve the issue?
