You cannot turn it off. It's called the Home Bar It's a visual reminder (on iPads without a physical Home button) that the dock is able to be swiped up for access.

Perhaps you refer to the Home Bar?
The Home Bar is a "handle" - and has absolutely no relationship to the Dock. If you touch and hold the Home Bar - and slide your finger to the right or left - you can switch between open App windows.
This control can be suppressed by App Developers - but cannot be hidden via iPad settings.

If you would like to see more control of this feature in a future version of iOS/iPadOS, this would be the most appropriate channel through which to make your request.
I know. Mostly it is out of the way, below the spacebar.
So not a problem.
Here, in Whatsapp, it is in the middle of the space bar, which is annoying.

Be aware that if your iPad supports Apple Intelligence - and the feature has been enabled in iPad settings - a double-tap of the on screen Home Bar will trigger Siri keyboard-input.
