Photos on iCloud for windows say ''available online'' but they are not.

I started transfering photos from windows file to iCloud for windows. Now all the photos says ''availible online'' except they are not. I have 12915 photos on iCloud for windows but only 10 645 on iCloud and on iPhone. I can't sign out otherwise my computer will delete all the photos that are not on uploaded on iCloud. All the photos says available online so now I have no idea which ones I don't have. What should I do?
