Stuck syncing music from Mac to iPhone 4 (iOS 7)

hello. I am currently trying to sync my music from my Mac to my iPhone 4 (iOS 7). when I try to sync, the progress bar on my computer is always stuck at waiting to copy, but I am only trying to sync 150 ish songs. from what I understand it doesn't normally last this long to sync music. also, on my iPhone, all of the songs show up on the music app, but they have a downloading circle next to every song and every song is grayed out and unable to play. at the bottom it says 'downloading 2 out of 186...' but it stays like this and has never changed. I've reset the wifi in the settings, I've restarted the phone, tried this sync thing many times. could anyone help?
