Syncing iCloud Photos to PC

I wanted to switch my iCloud photo sync location from one drive (F) to another with more space(D). So I went into storage settings and changed so that new photos would always download into my D drive. I also went into the iCloud app on pc and made sure that the path for sync had indeed changed from F to the D drive. I then removed all of the old iCloud syncs that I had on the old drive (F) and restarted the iCloud sync so that it would sync all of my photos to the D drive. I was surprised to see that when I reactivated the sync, it just made a new photos file in my old F drive and started to sync all of the photos to my old drive again. Even though the path in the iCloud app and in windows settings clearly stated that they should be synced to my photos file in the D drive.


I have no idea why this is happening, can someone help me?
