i have hidden pictures on my comuter in the wallpaper program, but i cant find them in the photo section. how can i find them

Do you mean System Settings>Wallpaper? I see my Hidden album being listed in Utilities there (though Recently Deleted isn't,) but when I click on it, the album doesn't open.
The Hidden album is located the Utilities section
In Photos' Menu View, you can choose to Hide the Hidden folder.
Then the Hidden Folder won't appear in the Utilities section. Oddly, it still shows up in Wallpaper, but you still can't access it there.

how do I delete the picture that are hidden in the wallpaper section?
What makes you think that there is something in the Hidden folder you see referenced in Wallpaper?
I just switched to another user account on my Mac, and I opened a Photos Library that had no hidden pictures and no Hidden album. When I went to Wallpaper, it nonetheless offered me a Hidden album. I think it's a useless placeholder.
