iCloud for WIndows has not fully initialized

After installing the application on Windows 10 Professional and entering in credentials....authentication appears to occur but the below message is presented. Attempted to uninstall reinstall. Attempted to change password. Followed previous suggestion of disabling IPv6. All without success.
