Adding Shortcut script to Photos Share Sheet Quick Actions on iOS 18

I was able to create a shortcut to do the photo manipulation that I want (this has not changed)...and I was able to add that Shortcut to the Share Sheet Quick Actions Menu circa iOS16, and it continued to work through iOS18.3developerbeta, but after a phone reset and restore I lost my Share Sheet Quick Action. I went to add the Shortcut back, but cannot find any of the preexisting options to do this.

What I remember doing is

HowTo Make a shortcut available in the Share menu (The systemwide Share menu you see across apps holds options to share content with people, apps, and websites)

1) Open Shortcuts.app, open the Shortcuts section of the Shortcuts app.

2) Touch and hold a shortcut tile and choose Details from the menu.

3) Enable the Show in Share Sheet option and choose Done.

Following that howto fails on iOS18.3 now. I take the exact 1,2,3 actions, but nothing shows up in the Share Sheet of Photos. Even after a phone reboot, the shortcut never shows up in the Share menu of Photos.
