Why does Apple Wallet show "Details" instead of "Add card"?

Why can't I find the button to add a card in Apple Wallet? I have already added two Visa credit cards in Apple Wallet. When I want to add a new card, I click the ➕ sign in the upper right corner, but it always shows "Details" instead of "Add a new card".
