Unable to add my bank card to my Apple Wallet on new iPhone 16

I have been unable to add my bank card to my new iPhone 16 and it keeps coming up with “card not added contact your card issuer for more information” error. It lets me add it to my other devices just not this one. Apple has ran diagnostics on my phone, all my settings have been checked, and there are no blocks on my card. I have contacted my bank to see if they can get Mastercard to approve it, but they said they cannot do that. I’m not sure what to do now
