iPhone Set to display list but still shows stack

iPhone 16Pro IOS 18.3.1

Notifications set to list but still shows stack on lock screen.

I am blind and use Voiceover and stack is very bad to use with the screen reader.

I tried restarting the phone normally and hard reboot, but still stuck on stack...

Issue after updating 18.3.1 on iPhone 14 Un responsive screen when opened control centre and tries to sweep down volume or brightness button etc when standby activated then tries to read notifications from Lock Screen by scrolling up that was not working completely mobile lagging.
