Why are my bank cards not being added to Apple Wallet

I am unable to add two different bank Visa Debit cards to my Apple wallet. The banks say that the cards are OK and there are no blocks on them. Apple say that they don't have the ability to block cards.

Up until about 3 weeks ago I had ben using Apple Pay without any problems. Does anyone have a definitive answer as to what is happeneing here?
