How to transfer Suica card from work iPhone to personal iPhone without the old device?

I am trying to get a Suica card onto my personal iPhone in Apple wallet. I previously had the card on my work phone, under the same Apple ID. I don’t have the work phone anymore. However Apple Wallet says I need to hold my new phone near my old phone to complete the transfer. What other steps can I take?
