How to highlight the highest value in a row using a rule in Numbers?

I have a footer row giving the total of the above cells in the column. Each column represents a month and is totaled sequentially so columns to the right will be empty for some part of the year. Is there a way to write a rule that looks across this row and highlights the highest total found?

You can try something like this:

Column A is a Header Column.

The bottom row is a Footer Row (so you can put formulas calculating your column totals there).

In A30 of the example I used this formula

=MAX($30)

The 30 will depend on your row number.

Then I selected the B30 through M30 and added the rule shown in the screenshot. To enter the $A$30 there you need to click the box and arrow and the cell (A30) and add the $ anchors by clicking the downward triangle and checking 'Preserve Row' and 'Preserve Column'.

If you don't want to show the 30 in cell A10 change the font color there to match the background.
