What has happened directly before the syncing stopped?

Has iCloud Photos become disabled on your iPhone? Or did Photos crash repeatedly? Or did you restore your iPhone from a backup?

In any of these cases Photos may have needed to repair the Photos Library, and then Photos will have to sync the complete library again with iCloud Photos. it may take a very, very long time before the library will be again in sync with iCloud because all photos and videos on your iPhone will have to be compared again to the photos already in iCloud. Don't interrupt this and let out run. It can take, even more than a week, depending on the size of your Photos Library.

When my iPhone is starting to restore the library from iCloud and needs more than a day, I am avoiding the new syncing with iCloud by turning off iCloud Photos and deleting the complete library from the iPhone - all photos, videos, albums and folders and empty Recently Deleted. When the Photos Library is empty, I enable iCloud Photos again and wait for the library to come back from iCloud Photos. This will usually be faster, because the upload and merging into iCloud Photos will be avoided.
