Since updating my iPad yesterday to iOS 17.7.7 every time I go into an app I need to log in, consent to preferences, etc… extremely frustrating, my iPhone was updated to iOS 18.5 and that seems to work fine

As you can see in other similar threads, this seems be a broader update issue and we, as your fellow end users, can neither tell you why nor how to fix.
The way to get action from Apple is for everyone affected use this feedback link to make sure real Apple employees grasp the scale of the problem:

Apple has pulled the iPadOS 17.7.7 update as they are aware of the problems reported. You will need to wait for the fix to come as there has not been a specific date for that reported yet.
