Unable to add my bank card to Apple Wallet

I got a new phone 16 pro max and it didn’t pair to my watch 5 correctly so did a reset etc. and unpaired /paired again. Now works ok but I now cannot get my cards in the wallet on my watch which I had before. I have paired watch again. Tired phone watch/phone off several times. IWatch app says mirror phone. But still not on watch. When I add to wallet etc get as far as add cvc and agree to terms then says cannot do at this time. This is happening to all bank, credit and Revolut card. Even via bank app you have option to add to watch wallet as has same message - please help
