Unable to switch between EFTPOS and Visa on my iPhone 14 Pro in Australia after iOS 18 update

I just happen to need cash out yesterday from woolies and got declined 3 times then realize I have recently changed my phone to my partners 14Pro from 13Pro. When I check the wallet there no toggle in my debit card anymore, is this something done from Apple or My debit card bank? Because I can still see both eftpos card and visa card in wallet 3 dots, but I just can't toggle them when I use it. It defaults bring up Visa and I can't even choose which one as default. I have end up to use physical card to withdraw cash. Would apple fix this?
