I open my new account, and want to add this new debit card to my Apple Pay wallet, but can’t. I asked banker they let me ask the Apple ,they already check the bank system is ready but Apple can’t add my card

How new is your new account, a day, two days or what exactly? Banks and or PNO’s (Payment Network Operators) generally block brand new accounts for up to a week. This is especially true if combined with a new device and/or new Apple Account.
A new iPhone if associated with an established Apple Account (formerly Apple ID), generally can be done immediately. If the iPhone was previously owned, and is not new (just new to you), then there can be a history with the iPhone that may be an issue.
