Issue deleting iCloud files on Macbook Pro with macOS Sequoia

Hello,

I'm having difficulty deleting certain files on my Macbook Pro. Operating with the latest version of Sequoia. I'm trying to delete certain files and folders but keep getting a message saying it needs to be downloaded first, it has been downloaded. Or along the same lines I'll move a file to a new folder, it gets copied to that folder and now I have two because I can't delete the original because "it needs to be downloaded". Any help with this matter would be greatly appreciated.
