This is a user to user only forum, NOT Apple Support, so we are not declining anything. Your provider is most likely the credit card you have on your account for making purchases, so contact them.

The payment declination is coming from your payment provider, not from Apple.

The payment provider issued the payment card you’re using; your bank or such.
