Unable to add security keys after iCloud data reset on iPhone

I just wanna do those iPhone mirror to play iPhone game in macbook, so I tried to add security key, but then it says "Because you recently reset your end-to-end encrypted data in iCloud, you cannot add security keys until November 26, 2025. This wait time helps protect your account.
