after decades of being an Apple user, I find it totally unacceptable that FOR ANY REASON all notes on all Apple devices with this account, including iCloud have had notes stripped away to total blank and empty.
I will probably never trust apple again.

There is no way for us (volunteers answering technical Apple product questions) to assist you without a detailed scenario of the steps you have taken and devices and software names and versions that may have led to this result.
A mere complaint here will benefit nobody.
what is needed to fix is the train wreck that stripped the data file down to nowthing. I did nothing to cause this with the possible exception of upgrading the operating system. what I expected to happen was for my data to remain available.
I used Tme Machine backup to recover data after I found out what data to recover.
complaint helps no one if Apple chooses not to fix it.

I Will never be able to depend on Notes again.
the worwt part of this was iCloud syncing a data file that was lost on on system, to spread the data loss to the cloud and three other of my devices.
I also object to not being able to choose the file to save to.
However, managed to fix it by recovering data files, with the help of family member.
I appreciate efforts of volunteers. I suspect they are not getting the support needed by Apple.
there Is likely nothing to fix. What did you do? What happened? What did you expect to have happen? How/where do you backup your important data?
Great! That's exactly why it is recommended to take a backup before upgrading and to keep backups of your data generally. 3 copies made 2 ways with 1 kept offsite is the gold standard.
