I would of liked to use Apple Pay but to add cards it requires Face ID , how to disable it and use password instead?

For safety and security reasons older devices may require biometric authentication. Sorry, you’ll need to use Face ID.
Try this path,
iPhone > Settings > scroll down > Face ID & Passcode > enter passcode > Contactless & Payments > disable Face ID > restart iphone
You may need to upgrade to iOS 18.6.2 on your iPhone.
Apple Pay requires biometric authentication in most countries. What country are you in?
Everything is turned off for Face ID and Passcode in the settings. I have no option for Contactless and payments on my phone.
Phone X forbids to upgrade my phone to iOS 18.6.2, it tells me that my phone is up to date.
