In the shortcuts app, my files do not show up in the files app
When I go into the Shortcuts app and locate my files app, none of my files appear, it only says “scan document”

I don't think I understand. The Files app is an independent app that you should find on your Home Screen or in the App Library (the last page of the Home Screen). The Shortcuts app is to create repeating actions / automations.
Are you trying to create a shortcut in the Shortcuts app to manipulate files?
