I cannot install apps from my App Store, but I can update already installed apps

Mac Book Air M1, mac OS Sequoia 15.7.1

When I want to get or buy an app from the App Store and I click on the button, the text on the button changes to Install. When I click on Install, a pop-up window appears with the Application name, provider, and my account name.

And nothing happens.

The same when I want top up my account - I get a popup window with the amount, my account and nothing happens.

No error in both cases.
