Persistent bugs in Notes app: Requesting improved development support

There are so many bugs with Apple Notes there really isn’t possible to call out each specific one here, but here are some examples:

• Moving items in lists rarely functions accurately or consistently. Items often do not get placed where they were guided to.
• selecting and deleting blocks of text in table cells causes unpredictable new lines to appear and cannot be gotten rid of
• in most cases any undesired behavior from bugs also results in basic functionality, such as checking boxes or deleting text, to cease working

This is the shortest of lists. My actual question is: How you you request to Apple “Give this product appropriate development support and make it functional?”. It’s absurd and kinda shameful to me that one of their core apps, that’s installed by default, continues to show such poor maintenance.
