How can I add a new location that is outside the USA in the Apple Business Manager

Hello, I would like to add a new location in my Apple Business Manager portal for a site that is outside of the USA. Unfortunately the system does not allow me or provide functionality to add such a location as I am only restricted to the US states and territories.
