macOS Maps uses German for "Report An Issue" dialog

Apple Maps' "Report An Issue" dialog box displays German for me. This has actually been going on for a couple of years (so, through many OS versions). I'm currently running macOS 26.0.1 (Tahoe). I have never selected German anywhere in the system, and I've checked the Language/Region settings to confirm that only U.S. English is selected/used.

Weirdly, I've also noticed that I'm unable to set an application-specific language for Maps. Maps is simply grayed out, whereas most (all?) of the rest of my installed application's language can be overridden.

I've read many similar user reports, here and elsewhere, about German appearing in both macOS and iOS. Proposed solutions there don't resolve my issue.

Has anyone experienced this recently and resolved the problem?
