Shortcuts not synchronising between devices

I decided to tidy my Shortcuts. I have Shortcuts in folders that match their use in widgets on my iPhone and iPad.

I renamed some folders using my iPad, the rename has not synchronised to my iPhone or Mac

I moved some Shortcuts between folders, using my iPad, and they seem to have moved between folders as expected.

I removed all Shortcuts from the Apple Watch Library yet I still have Shortcuts on my Watch.

My Mac, iPhone and iPad are set to synchronise using iCloud.

Any help appreciated.
