my ipad is 4 months old, 86 cc, and my ipad displays 99% bh limit but 3utools reflect 96%, it this normal?

Is it normal for 3uTools to not be accurate, YES. There is a reason why you will not find any recommendations to use that software here on this Support site. That is your choice though.
The reading of your Battery Health on your iPad showing 99% would be correct and that would be expected with 86 Charge Cycles. Nothing is wrong with your iPad.
is it normal po ba that the bh would drop to 96% with just 86 cc? i tried charging my unit po kasi and it won't go over 96 even tho the battery limit reflecting on my ipad is 99%.
