Apple Notes on macOS expands all folders by default on startup

It's not something that always used to happen but now whenever I quit the notes app and re-open before/after system reboot it expands all folders by default.

Say I have this hierarchy.

F1

-F2

-F3

--F3.1

--F3.2

When I open the notes app all the folders are expanded instead of staying the way I left them or just collapsed.

This has been happening for about the past two weeks on my MacBook Pro. After the Tahoe update, but not immediately after. All folders and subfolders (except a random few) are all expanded when I launch Apple Notes. Like you I collapse them all before closing. What was once an efficient system is now tedious and frustrating. I spent an hour on a call with an Apple rep but ended with no resolve. I hope there will be a resolve soon.
