Text replacements are still on iPhone. Only remaining replacement on iPad is “On my way!”. If I add or modify replacement to iPhone, it syncs to iPad. iPhone = 18.6.2. iPad = 18.7.

Did you restart the iPad at some point between noticing the missing info and it reappearing? Seems like a number of updateissues with 26 were fixed with a restart.
Are both devices on the same Apple Account/Apple ID ?
This also happened to me just now, right after updating both my iPhone and iPad to 18.7.2. All my custom text replacements are still there on my iPhone (and Mac), but gone from the iPad. I’m hoping they will eventually repopulate by syncing from iCloud without me having to do anything.
Update: it’s two days later… I just checked and the text replacements are now in my settings and working as expected. Be patient and hopefully the same will happen for you.
