Shortcuts app not working correctly

I wanted to edit my app icons. Tried using shortcuts but I don’t get the done option to save my changes. I’ve tried resetting all my phone settings, deleted and reinstalled shortcuts app, made sure syncing to iCloud, offloaded and reinstalled, restarted my phone and software is updated. I don’t know what else to do or why this just won’t work.
