IPhone passcode different than IPad passcode. New iPad won't accept my passcode from old iPad

Want to set up new iPad. It asks my passcode. I enter my old iPad's passcode. The system do not accept it. Is the fact that my iPhone's passcode different than my iPad' passcode is an issue?

Device Passcodes are fully independent. While you might choose to set them to be the same, they are not shared or synchronised between devices.

If you are setting-up a new iPad and transferring data from another device, or restoring a backup created on another device to your new iPad, you may be prompted for the Passcode of the source device. This is required to unlock the associated encryption keys.
