I keep my iTunes library on my Windows 11 PC. l'll grab a song or two and copy it to the iTunes on my iPad. When I connect a USB cord, the iPad appears on the PC and I drag and drop the song. But now, nothing happens when I connect the cord.

In general you should set things up to sync with a selection of content (or all) from your library and then sync to update it. While it is possible to manually manage the content that happens within the iTunes app, not using Windows Explorer. Don't install Apple Music/Devices/TV for Windows as these break iTunes, and offer no tangible benefits.
