How to contact Apple Support outside of my home country? (Sri Lanka)

I am travelling and my iPhone was stolen - I'm trying to contact live chat but the option never appears - in fact there's no options at all for contacting a human it just shows the FAQs.

I want to know if my applecare with theft and loss plan would ship to Sri Lanka as I've bought a cheap phone but it doesn't support eSIMs so I can't access any of my banking
