Content & Privacy Restrictions menu will not load unless connected to wifi IPAD PRO

After updating my ipad pro to iOS 26.2, unless I am connected to wifi, the Content & Privacy Restrictions menu will not load. The page remains blank. I have done the restarts, tried disabling and enbling, as well as reset my ipad to default settings.

Is this an isolated or wide issue?

Are there known fixes?
