Is my iPhone data and photos saved after purchasing extra iCloud storage?

If your phone isn't operating anymore, I'm afraid whatever you're seeing in iCloud at the moment is all you've managed to save. Buying more iCloud storage only allows more things to be stored; your device still needs time to upload the data that there is now space for in the cloud. Regular backups are imperative for important data and anything you don't want to lose.
