Websites keep reloading in Safari on my 8th generation iPad

Why do websites on my 8 generation iPad keep reloading in safari? While looking at websites I keep getting a message that something went wrong and the website reloaded. This happens when there is only one tab open, and no other apps are loaded in the background. Even after a full factory reset, and all apps removed from the device this still occurs.
