Is there any way to search for restaurants around where you are going, NOT where you are?

Every time I search for restaurants near a certain location, Maps pulls up stuff near where I am instead. This is a BIG Apple fail. I hate having to go to Google maps to find what I'm looking for when I'm already using Apple Maps to find my destination and best route.

There certainly are other apps available for what you are looking for:

ex. Yelp

Find a location in Maps on Mac - Apple Support

Use Maps on your iPhone, iPad, or iPod touch - Apple Support

It works fine if you give Siri enough information. If I say, "Hey Siri. Show me restaurants near Apple Valley, Minnesota", or "Hey Siri. Show me restaurants near Cody, Wyoming", that's exactly what I get. One is closer to me than the other, but neither is within 25 miles of where I actually am.

If you don't give Siri enough information to work with, it can only assume your current location as a starting point.

I know isn't really in reference to your question, but I find it much easier to narrow down where I really want to look for such things, rather than relying on Maps.
