Deleting apps

I wonder if anyone can help. I am trying to delete an app off a MacBook Air. I have gone to Launchpad and then held down on the app but it (not any of the apps) doesn’t shake and no cross appears. I then went to Finder and clicked on Application folder but it is blank. Firstly why can’t I delete the app and secondly why is the application folder bland when I do have apps? The apps open no problem when I click on them. I would be grateful for any help.

Try starting up in Safe mode. It may take a while to load. Then restart normally.

Use safe mode to isolate issues with your Mac - Apple Support

If that does not fix it, try this.

How to reinstall macOS from macOS Recovery - Apple Support

Select reinstall Mac OS from the Utilities menu.
