If the partial email address shown isn't yours, then yes, you likely purchased a lost or stolen device.

If possible, return it to the seller and get your money back. If that's not possible, then you have a thin, expensive brick or paperweight.

We other users cannot help you. Apple will not help you unlock a stolen device.
